Fire Season Requirements The operation fire prevention and suppression requirements described below are established by Oregon Law and Administrative Rule. This is only a digest of the basic requirements and is designed to serve as a useful guide for complying with the requirements during fire season. It is not intended to describe every requirement or every situation.
The landowner and the operator must immediately proceed to control and
extinguish any fir started in an operation while the operation is
active, any fire which results from operation activity, and any fire
which results from burning. A four level
INDUSTRIAL FIRE PRECAUTION LEVEL (IFPL) system is used by all wildland fire protection agencies in Oregon and Washington to regulate
operation activity during fire season. The IFPL System does not apply on
lands east of the summit of the Cascade Mountains, which are protected
by the Oregon Department of Forestry. However, other special closedown
requirements may apply. The level of IFPL closedown is based on the fire
danger in the area surrounding the operation. Additional information on
specific closedown times, locations and requirements can be obtained
from the district.

* Store all hand tools for fire in a sturdy box clearly identified as containing firefighting tools. Supply at least one box for each landing or each powered machine.
FIRE EXTINGUISHERS (477.655, 629-43-0025)
* Each internal combustion engine used in an operation except power saws shall be equipped with one chemical fire extinguisher rated as not less than 2 and 1/2 pound ABC.
PUMP, HOSE, AND WATER SUPPLY (477.650, 477.625, 629-043-0026, 629-43-0020)
* Supply a pump, hose and water supply for equipment used on an operation for more than 2 days.
* Pump must be maintained ready to operate and capable to provide a discharge of not less than 20 gallons per minute when pumping through 50' of hose equipped with a nozzle 1/4" in diameter at pump level.
* Water supply shall be minimum of 300 gallons if a self-propelled engine.
* Water supply shall be minimum of 500 gallons if not self-propelled (pond, stream, tank, sump, etc.)
* Provide at least 500' of hose not less than 3/4" inside diameter
* Water supply, pump, and at least 250' of hose and nozzle shall be maintained as a connected, operating unit ready for immediate use.
SPARK ARRESTERS AND MUFFLERS (477.645, 629-043-0015)
* Equip internal combustion engines with approved spark arresters.
* The following are exempt from the spark arrester requirement:
1.Full turbo-charged internal combustion engines maintained in good condition.2. Engines in motor vehicles operating on public roads equipped with adequate muffler with baffles kept in good repair.
3. Engines on fire equipment, and which are used solely for pumping water.
4. Chainsaws
5. All gasoline engines of less than 50 cubic inch displacement must be equipped with factory-installed mufflers.
6. All non-turbo charged engines must be equipped with an approved spark arrester.
7. Heavy trucks must be equipped with a baffled muffler and exhaust system in good repair. The exhaust must extend above the cab and discharge upward or to the rear, or to the end of the truck frame.
8. Light trucks must be equipped with a muffler and exhaust system.
FIRE TOOLS, EXTINGUISHER FOR TRUCKS (477.655, 629-043-0025)
* Equip each truck driven in forest areas for industrial purposes with:
-1 round pointed shovel at least 10 inches wide, with a handle at least 26 inches long.
-1 axe or Pulaski with 26" handle or larger.
-1 fire extinguisher rated not less than 2 and 1/2 pound ABC.
CABLE LOGGING OPERATIONS (477.625, 477.655, 629-043-0026, 629-043-0025)
* Clear the ground of flammable debris within a 10-foot radius around any block.
* This cleared area shall be kept free of flammable debris while the block is in use.
* Provide at each block on the yarding road:
-1 round pointed shovel at least 10 inches wide with a handle at least 26 inches long.-5 gallon pump can filled with water
* Avoid line-rub on rock or woody material, which may result in sparks or sufficient heat to cause ignition of a fire.
POWER SAWS (477.640, 629-043-0036)
* Each power saw must be equipped with an exhaust system which retains at least 90% of carbon particles over .023" in diameter. A standard exhaust screen with .023" holes meets this requirement.
* Power saws on industrial operations must meet Spark Arrester Guide specifications.
* The following shall be immediately available for prevention and suppression of fire:
-A fire extinguisher of at least 8 oz. capacity.
-1 round pointed shovel at least 10 inches wide with a handle at least 26 inches long.
* The power saw must be moved at least 20' from the place of fueling before it is started.
SNAGS ON OPERATION AREAS (477.565, 629-043-0005)
* Fell all dead trees and snags which are a fire hazard as directed by the forester.
FIRE WATCH (477.665, 629-043-0030)
* Each operation side is to have a watchman.
* Watchman shall be on duty after the power-driven equipment used by the operator has been shut down for the day or that period of time designated by the forester. IFPL I - ONE HOUR; IFPL II -THREE HOURS; IFPL III - THREE HOURS.
* Watchman shall:
-Observe all portions of the operation on which activity occurred during the day. -Immediately proceed to control and extinguish the fire and summons assistance.-Be physically capable and experienced to operate firefighting equipment.
-Have facilities for transportation and communications to summon assistance.
NO SMOKING (477.510)
* No smoking while working or traveling in an operation area.

Watch Service Waiver Policy
June 4, 2003
ORS 477.665 (1) states that during a fire season inside or within one-eighth mile of a fire protection district, every operator using power-driven machinery in an operation area shall provide fire watch service on the operation area. The fire watch service shall consist of not less than one competent person, who shall be on duty at times prescribed by rules promulgated by the State Forester. These rules shall require fire watch service at such times and at such places as the spread of fire on or from the operation area to forestland reasonably may be expected.
(2) The forester may modify or waive, in writing, any requirements of this section as to any operation whenever the fire hazard is not sufficient to justify the requirements.
OAR 629-043-0030 (1) states that pursuant to ORS 477.655 operators shall comply with the following watchman requirements. Watchman shall:
(a) Be constantly on duty for three hours after the power driven machinery used by the operator has been shut down for the day.
OAR 629-043-0030 (3) states that the forester may, in written order, reduce or waive any requirements of subsection (1) of this rule, if in the judgment of the forester, conditions so warrant.
CFPA will implement the following Fire Watch Service Waiver written policy for the 2003 fire season. These requirements are those issued by CFPA and still would require landowner and timber owner approval before going into effect. Without the landowner and timber owners approval the fire watch service shall remain at three hours.
Fire Watch Service Waiver Guidelines:
Industrial Fire Precaution Level 1 - One-hour fire watch shall be in effect for all operations. This waiver would not require an on site inspection.
Industrial Fire Precaution Level 2 - A one hour fire watch for road construction operations except for the following: Road construction right-of-way cutting utilizing powersaws, will require a three-hour fire watch. Any request for a waiver not covered under this waiver policy would require an on site inspection.
Industrial Fire Precaution Level 3 - A three hour fire watch would be in effect for all operations. Any request for a waiver would require an on site inspection.
Industrial Fire Precaution Level 4 - NA
Any waiver issued by CFPA may be revoked at any time.
All waiver request will come from the landowner prior to any on-site visit.
